The decision is based on the Chemicals Act. It gives the Finnish Safety and Chemicals Authority Tukes the right to temporarily ban or restrict the sale of a chemical or product that causes or is considered to cause serious danger to health or the environment, which Tukes classifies nicotine as, according to Swedish Yle.
Strong nicotine pouches usually have around 7-12 milligrams per gram. Tukes believes that the packaging and flavors of nicotine pouches are designed to attract young users and that they can sometimes be unclear about how much nicotine a product contains.
The ban is in effect until the Government makes a decision on the fate of nicotine pouches. The Government Programme from 16 June proposes that nicotine pouches be regulated as tobacco. See point 6.2 of the Government Programme, or search the page for the word "nicotine pouches".
