The Spanish government has approved the most comprehensive tobacco/nicotine reform since 2005. Unlike previous legislation, it now also includes e-cigarettes. This applies regardless of whether the e-cigarettes contain nicotine or not. If the ban is approved by parliament, smoking/vaping will be prohibited in outdoor cafes, beaches, public swimming pools, sports facilities, university campuses and in commercial vehicles.

In addition, a safety zone of 15 meters is being introduced around sensitive locations, such as schools, hospitals and playgrounds.

It is forbidden for young people under the age of 18 to buy tobacco products. In addition, the government now wants to ban consumption as well. The government also wants to ban all tobacco advertising, including signage in shop windows and exposure in the media.

Health Minister Mónica García describes the reform as a milestone and stresses the importance of protecting young people. According to recent statistics from the ESTUDES 2025 survey, almost half of all Spanish young people between the ages of 14 and 18 have tried e-cigarettes.
